I agree. I think he’s going to be talking out his options and plans with Belle–his center like you and RC has been saying. He carries her with him at all times. When he doesn’t know what to do, he turns to her because she’s a hero who saved her people and who loved an ugly man. (can’t handle this)

Neal just chose not to use them because of his hate of magic. I think Henry’s gonna discover his own magical qualities this season.
