I was gonna guess Snow’s stunt double. JoAnna doesn’t appear to be in any kind of costume, so what’s up with that?
MickStemp in the chat also just pointed out that it’s probably GG’s stunt double. Makes sense given that GG is also cold and wet.

If I had to hazard a guess I’d say it’s Joanna’s stunt double. Hence the long underwear. She might be needed for more intense underwater scenes

I’m thinking so too. If they wanted to show the way Rumple’s father left that they had originally planned, they could just insert the footage they had shot for Manhattan. The fact that they’ve put out casting call for Rumple’s father means reshoot which often means new ideas.
