I’m going to be bold and daring and go out on a limb and say that this has NOTHING to do with Regina.
Or rather, it has to do with a different Queen, like Cora. I’ll lay odds that this is Cora’s last episode and this will be when Regina turn on her mother and destroys her.

Then she’ll take matters into her own hands and defeat Cora (let’s face it, Regina is the only person we want defeating Cora)

Would it be too random to have the Charmings be the ones who planted the map, and the card in Belle’s bag? Is there any way they could have possibly known that Cora and Regina would be looking for it? It may explain why Snow is watching them, if she’s a lookout to make sure they’re keeping busy and out of the way, while Charming is off tracking down the dagger in its real location in the clock tower.
I’d love it if the map turned out to be a fake, because frankly, they found it WAY too easily.
Yeah, the map and the note card really bother me. Say what you want about Rumple, I know there are many opinions on him, but the one thing he is not is dumb. That map was WAY too convenient. And as much as I love Rumbelle, I really don’t think he told Belle about the dagger. Not yet at least, and even if he did, she’s not stupid enough to leave the information lying around like that!

Agreed. Especially since now the know that Rumple is Henry’s other Grandfather. They are all officially family now.

There’s that bit in the promo where Snow’s hiding behind a tree, and I figured she was watching Regina and Cora digging for the dagger. Dunno that Snow alone would have been able to swoop in and steal it from them though, so I wonder how the Charmings end up with it.
While it does seem unlikely that Snow took on Cora and Regina for that dagger, but that would be awesome to watch!!

And the TV show Fringe did something similar where characters from another universe could send message to their universe from our universe by means of a typewriter. Perhaps Blue has a typewriter that they’ve magicked and that’s how she sends messages.

Yes I do believe they included the licence plate as well…that neither it nor “Her” were important.

But there is still the missing piece of how he knew that Neal was Bae. He might have known all about Bae and the dagger, but how would he know that Bae was going by the alias Neal and where to find him. Someone had to have given him additional information about Neal in our world. There is no way August would have figured out Bae was going by the name Neal in our world without help after the curse was enacted.
My best friend has a theory that IF Blue has had her memories this entire time, that means the curse didn’t affect her meaning she could leave SB. But obviously she could only leave for a short period of time. She found NealFire (she is a fairy after all) and then passed on the information to August who was her link to the outside world.
A second theory that is rather spoilery so I’ll black it out. In the next few episodes we learn that Neal has a fiance named Tamara. If Neal if in fact Peter Pan, then many have speculated that Tamara is Tinkerbell. Perhaps she was tasked by Blue to keep track of Neal once in our world. And that's how Blue has her information
