Probably trying to make some sort of deal with Zelena to get the Witch to take him to Emma or something.
I think after figuring out Emma is in Camelot, Hook tries to get the gsng to open a portal to follow her there but for whatever reason they refuse so he goes to Zelena and offers to set her free in exchange for a portal. And of course she betrays him.
