The tornado was made of green mist, like Zelena’s own magic. And since Zelena is planning to mess with time, I think it’ll turn out that she is responsible for her own fate when her history-fixing spell goes wrong. Or maybe the tornado didn’t transport the baby to Oz but instead was just Zelena’s failed attempt to retrieve her younger self.
THIS!!!! I was contemplating this earlier today… The only thing that gets me is that The Wizard said he was also taken by a tornado… He never specifies if it was green and such but still. Why would Zelena bring him to Oz? Something is really amiss here…. I can’t even compile my thoughts >_<

One word: GLINDA! I said too that there is no way tornado are just ripping across different lands sucking up people and dumping them in Oz. I think its Glinda working sone evil plan. In The Little Mermaid 3, Ariels mother was hit by a pirate ship and died hence why King Triton hated humans (it was a prequel btw). I suspect the Crystal Ball orignally was his and then it was taken by Zelena. He showed her what was happening at that moment in the EF and we know the crystal ball can see into other lands.
