I think so. Regina now stands accused, but I do’t think that will last long. The synopsis said Emma and Regina would team up to find the real perpetrator.

I know there’s been some debate about whether Neal’s comment in 312 was foreshadowing for him casting the NewCurse, but the way Zelena was lurking and smirking makes me positive that she’s the one who did it. She wants to take everything away from Regina, and there’s a whole town’s worth of people turning on her, ignoring the progress she made, and tempting her to act evil again, and Zelena’s lovin’ it because her plan is working perfectly.

He’s not the only one missing. Some of Grumpy’s brothers (aka the other dwarfs) disappeared when they tried to cross the town line. The same thing could have happened to Neal if he was transported to SB via the curse and then tried to leave the town to find Emma but got stopped by a flying monkey. If people really are turning into flying monkeys then it’s conceivable that Neal is now one too.

Five Dwarves are missing, only Grumpy and Happy are in this scene. You’d think that at least Sneezy would know enough to stay away from the town line.

There are a few people not at the town meeting who you would expect: Snow and David, Robin Hood, the rest of the Dwarves, Neal, Ruby (but that’s nothing new), and Hook.

Aurora and Mulan traveled to Oz where lost souls are kept to get Philip back. To get Philip Aurora cut a deal with Zelena ala season one style. Philora now works for WW in order to keep child safe.
Feel bad for Regina here. I mean can she have just one friend!
