Doubtful. Jamie is a bit too “big” now plus I’m betting that OUAT’s version of the Underworld is for “villains” only and that wasn’t Graham. It’s also how they’ll get out of seeing Neal.

Keeper of FelixHas to be Cora appearing in the Underworld in present day, not a flashback. The writers also won’t be able to resist having Cora and Zelena interact for the first time, aside from when she was an infant.
I wonder if David’s brother James could make an appearance, too? Would be the easiest dead character to bring back, considering Josh plays both.

And James was a villain (of the mundane, non magical variety) so yeah, I’m sure he’s there too. If King George hasn’t been fed since S2, then he might be there as well.
On the whole, I’d expect to see: Pan (or Malcolm depending on Robbie’s availability), the Snow Queen, Cruella, King George, James…

I’d say they are sticking with BIG villains, not no-name black guards, so we can mostly count those out.
Walsh…maybe….? He wasn’t necessarily a villain because he was forced into servitude.
Felix was a blind follower. But he’s possible, though he doesn’t have a strong connection to any of the main cast, and that’s what those coming back as shades are for.
Pan/Malcolm/Cora = Rumple
Cora = Regina and Zelena (and Snow to an extent)
Ingrid = Emma
Cruella = Emma
James/King George = David
Walsh…might interact with Emma, but Felix is the odd man out because he doesn’t really connect with any of the core in a meaningful way.
