I wonder if David’s brother James could make an appearance, too? Would be the easiest dead character to bring back, considering Josh plays both.
And James was a villain (of the mundane, non magical variety) so yeah, I’m sure he’s there too. If King George hasn’t been fed since S2, then he might be there as well. On the whole, I’d expect to see: Pan (or Malcolm depending on Robbie’s availability), the Snow Queen, Cruella, King George, James…
Well, the Snow Queen might be an exception given she made the right choice in the end and sacrificed herself to undo all her evil work. And also heavily hinted she was going to go join her sisters in the afterlife, hence three happy sisters running through field flashback right after she died….so Snow Queen Ingrid might have made it to Heaven, or whatever OUAT Universe will call it.

Victoria has nothing coming up according to IMDB so she should also be free.
Alan Dale is currently filming a new series here in Australia so I don’t expect to see him (Plus I’m pretty sure that Eddy & Adam have completely forgotten that George actually existed).
Parker has a new TV series that is currently in Pre-Production according to IMDB. But I doubt we’d see Felix anyway.
Christopher Gorham appears to be free now that Covert Affairs has finished. But I don’t think that Walsh was really a villain so I doubt that he’d be there.
Ethan Embry and Sonequa Martin-Green are both filming The Walking Dead so I very much doubt they’d be able to return either.

But of course! We’re going to the Underworld, so we gotta see all the Dead People. Watch: Robbie, Liz, and Victoria will be announced soon.
Yes, a couple of weeks ago (maybe longer), when we first learned that the gang were going to Hades, I postulated/wrote my hope on this forum that we might see Graham, Cora, Neil and other dead people (though I must admit, Graham is unlikely as @Watcher said. I really want Regina to admit that she killed Graham though…. Maybe that will still happen….).

I wonder if a villain can redeem themselves while in the underworld. If so, this could be really big for Cora…. I mean she died with her heart in…and the last time she appeared in present day, she was willing to help the heroes. Perhaps she will be welcoming to her daughters and wish to make up for her wrongdoings.
If OUAT is smart and has the money, they could just CGI the likeness of previous villains onto, like ghost or spirit spectrums or however souls look. Especially if they only appear for a brief time.
What if Red Queen is down there. What if she died again (LOLZ!) and Will goes down there to free her. That’d explain why hes been all depressed, and there is a greek legend where a man goes down to hades to free his dead wife. And of course we know he succeeds because of the ending to WL. Idk. Just saying.
