There are many theories about this.
1) Regina has been to NL and encountered the Mermaid there
2) Mermaids are in both lands (we know for SURE they are in NL, we don’t know they are in FTL yet)
3) Mermaids travel between worlds. Phee can jump in here and tell you the theory about water as a way between worlds.
Yes, I’ve been wondering for a while now if perhaps beings that live in bodies of water are able to access both sides, so to speak, because we’ve seen that portals through bodies of water connect worlds. Recently I was wondering if maybe that spot at the “bottom of a bottomless ocean” could be a nexus point that generates some sort of magic that allows the portals through the ocean to exists. It’s all just random musings on my part though, not really a solid part of a theory at the moment.

She can’t have been to Neverland, she didn’t even recognize the land when its map appeared on the globe. It’d necessarily have to be the other way around, as in Ariel went to FTL from NL.
This doesn’t rule out her having been to NL IMO. Even if she’s been there, that doesn’t mean she’s seen a full map of the whole land and committed it to memory. When the name of the place was mentioned, she did have a bit of a, “Holy crap,” expression going on, like maybe she knew something about the place.
Regarding Regina’s “mermaid problem” though, I posted a few days ago in another thread, pondering if perhaps she could have actually been referencing the Siren in Lake Nostos. It would have been a loose use of the term “mermaid”, given that we never saw her with a tail, though she was luring men to their deaths in her lake, which I suspect may be a similar M.O. of the NL mermaids that Hook warns about. Anyway, we don’t know how Lake Nostos dried up, but surely there’s some story to it, and I could see Regina wanting to get rid of it if its waters could undo curses she put on people. Also, I could see her calling the Siren a mermaid if they’re two different beasts and Sirens believe themselves superior, so Regina used the term as a smack down.

I would say Adam & Eddy not knowing when to introduce her yet implies that they don’t necessarily just want to lump Ariel into Neverland just because there happens to be mermaids there. Seeing mermaids will certainly be something that will happen in Neverland, but that doesn’t mean we have to see Ariel among them.
True having mermaids in NL doesn’t mean we’re getting Ariel but if you’re going to do her story, what better time than when you’ve already set up mermaids in the world?
In particular when that setup has involved them being spoken of as creatures to be feared if they catch you in the water. A vital point of The Little Mermaid’s story is that she saves a guy from drowning. That’s what has me sold on Ariel being in NL. It’s not just the fact that there are mermaids there, it’s that the setup of them being dangerous to humans is the ideal setup to show that part of Ariel’s story where she busts the myth.

That’s possible for Belle too, but I see her more similar to Charming’s role. Snow is more the focus than Charming, but they try to find stuff for him to do. Same with Belle.
This! And I think she’ll have some important stuff to do in season 3.
