I think Blue flat out lied.
She lied about the wardrobe because it suited her needs at the time.
I think she knew Rumple would never go with Bae.
I think she wanted Bae out of the way.
She wanted Rumple to remain the Dark One, hone his skills and have a reason to be so passionately p*ssed (losing Bae/guilt) that he would create the Dark Curse.
Blue wanted that curse to be created, enacted and ultimately, broken.
What her reason is, I’m not sure at this point, but, I’m sure she’s got one.
