Yep, that’s pretty much how I see it. Snow was her real focus, she’s the one Regina needed to ruin so desperately that she killed her own father to make it happen. So really, the whole point of casting the curse was to tear Snow and Charming apart. It’s just an added bonus that she got to mess everyone else up a bit too, but they’re not her main concern.

Also, all the other men in town aren’t as screwed up as Charming, because he’d been in a coma since they arrived there. Without his conscious brain being active, and living out his new, fake life, the fake memories never got a workout, so they didn’t take hold properly, and there’s still the ghost of who he really is holding on inside his head. He legitimately IS in two minds when it comes to Kathryn and Mary. So I don’t think his actions can really be compared to those of any other man in town.
