I really don’t think Whale is that important that they would make him two characters. I think all the talk of the ruby slippers and Jeffersn’s “off we shall go to see him” were (not so subtle) misdirection that will be revisited later. I think we’ll see Oz/The Wizard at some point in this season, but it wont be Whale. His presence and mystery have been solved, for the most part, and unless they show us this brother (I really like the theory that it’s a Mr. Hyde like creature…) then I think his story is done.
If Oz is all powerful (when he’s in Oz, because in our land he was a charlatan magician) then I think we haven’t seen him yet. Maybe he’s still in EF?
