The original launching point was Snow White and Charming because it’s one of the original fairy tales and one that Adm and Eddy loved. Obviously, the show isn’t the Snow White and Prince Charming show. They incorporate many characters that interact together and independently of each other. That includes Rumple and Belle and Hook and Regina. The main core cast is Emma, Snow, Charming, Regina, Rumple, Belle, Henry, and Hook (Ruby too, but obviously she’s moving on and hopefully Nealfire in S3) and leaving one member behind makes no sense, especially as she is one half of an INCREDIBLY popular ship.
