Neal could be in hiding somewhere. What if his memories are still intact and he has been keeping his distance due to Zelena controlling him.
Yes Zelena is obviously controlling him. In SB with Emma (in the woods) he clutches his chest like she is squeezing his heart and summoning him back. I think Neal might still have his memories.
