Here’s the thing: there’s a difference between being a catalyst, a part of the fabric of the show and being used purely to drive forward the plot and other characters

The Blue Fairy and her magical hand waving is a plot device. She appears when needed to solve your problems. She is a CLASSIC example of a plot device–specifically the deus ex machina. Got a problem? Bring in Blue–wardrobe, dying August, forgetful Belle/Sneezy. They lower her into a scene and she solves your problems. THAT’s a plot device.
Neal is a central figure in the story of ONCE. He’s the reason for the curse which was the whole point of the show from the beginning. He does not appear to solve your problems or give sage advice and then vanish into the ether. He is an integral part of the cast of characters with his own storyline and arc.
