She probably still love him deep inside but also keeps those things as a reminder of what to guard herself against. Lots of people keep things like that to remind them of what they lost so they can make sure it doesn’t happen again.

Yes, plus not only was she a teenager, but she’s a teenager whose never felt like she’s had a home in her whole life because every time she gets a family, they eventually shuffle her off to the next family. As we saw in “Lady of the Lake”, a scene that still gets me choked up, despite her tough exterior, Emma doesn’t really have any self esteem at all because she never felt like she was valuable in anyone’s eyes until Neal, who she thought conned her, and later her family.
Emma Swan: I was angry at you for so long. Wondering how you could choose to let me grow up without you. But then, just seeing all this… you gave up everything… for me, and you’re still doing that. I’m sorry, I’m not good at this. I… I guess I just… I’m not…
[chokes up]
Emma Swan: I’m not used to someone putting me first.
Snow White: [walks over and embraces her crying daughter] Oh. Well, get used to it.

Regina (combined with her tragic abuse) became vengeful and blamed everything on Snow White. Snow White (though Prince Charming did not leave her) became depressed and tried to forget him. And Belle sat in a bar lonely and wistful.
Yes, there’s also a parallel there between Regina keeping Daniel’s ring on her necklace to remind her of him, and with Emma wearing the key chain on her necklace. It’s both good and bad for them because they remember the good times that they had with their true loves. However, with Regina whenever she looked at it, the good times also fueled her desire for revenge knowing what could have been with Daniel had Snow not ruined it (well at least in Regina’s mind of course), and probably for Emma, before she found Snow and Charming, there may have been relationships that could have worked, but then she’d doubt herself because she’d see the key chain and self sabotage herself or run away before someone could “use” her again like Neal did.
I think staying in Tallahassee for two years was similar to that. In some ways, she wanted to believe that there was still some hope that maybe Neal didn’t run out on her, and he would be there. However, at other times, she probably wanted to find him that way she could kill him, well if not kill him, at least get some type of revenge or at least closure on the whole situation.
