I don’t think it’s outside the realm of possibility but the flower and the hair in the movie are separate. The flower was made into soup which the Queen drank and that gave baby Rapunzel her hair and its properties. I was just clarifying the legends/movie spin.
Neal and Belle are both from FTL, so they know the land, though I would grant that Charming probably knows it better.

Most likely her father also given the traditional nature of the story which has Rapunzel’s father sell his new born baby to a witch after he stole a vegetable for his wife.
"He was a lot of things to me" "The only conclusion was love"Just a thought–but in the original Rapunzel (not Disney) version, there is often a common element that the father of Rapunzel is stealing the vegetable (Rampion a kind of lettuce) because his wife is pregnant and has cravings.
He doesn’t know she is pregnant, but is worried she will die. The witch demands his child, and he agrees since they don’t have one. Then he finds out she’s pregnant.
I’m not sure how that would fit in, but I do think a flashback to the last year in FTL makes sense. Perhaps they really are doing a 2nd Snowing Child, and Snow has cravings, and that’s why Charming goes out to satisfy them–but from there Rapunzel is already in the tower because the same thing happened to her mother and she’ll warn them.

I think that sounds very likely. Now I wonder if the WWW is also mother Gothel/the witch since why introduce two villains?
