If you re-watch the episodes in which Regina visits Gold’s shop invariably the mobile is present during their conversations or hangs in camera range. The mobile is rarely in shots involving Emma in the shop save on three occasions that I’m aware of 1) In season 1 when she wants Gold’s help getting Henry back from Regina 2) In season 1 when she and Regina seek Gold’s help in saving Henry 3) The aforementioned scene in the mid-season 3 break. The fact that the unicorns on the mobile also appear in blue and clear glass must also serve a symbolic function most likely pairs of opposites
Well the unicorns are also Charming’s tailsman. He has a very intense moment with them in Gold’s shop before Rumple redirects him to the windmill, thus placing David Nolan in his head.
David looks around the pawn shop. He comes to a glass unicorn mobile. He goes to touch it, when Mr. Gold speaks up.)
Mr. Gold: Charming.
David: I’m sorry?
Mr. Gold: The mobile. Isn’t it charming? Exquisitely designed, masterly crafted… I can get it down, if you like.

I would consider that a tangential and specific reference for the purposes of that particular scene. I personally suspect a pattern is forming with Regina and that symbol. I suspect that it is a force line connecting her and Emma how so is the question I’m mulling over.
Custodian of Graham's darts, Rumple's spindle and Robin's quiver

okay dokay 😉
I agree that the symbol isn’t just one person. I agree that it probably refers to both. And I’ve been saying this for awhile, but I suspect that the Savior of this new curse isn’t Emma–but Regina.

The shadow in the upper left made me hiss and think “Pan!” I know it seems unlikely we’d see him again, but Rumple perhaps … didn’t someone say the shadow thing was going to come back into play?
I’ve lost track.

i said this a few pages back, but the arm is so stiff that it almost looks like Rumple’s doll, “Peter Pan”
