Yeah, although Regina is extremely powerful, I think that IF Rumple simply manipulated Regina into enacting the curse so he wouldn’t have to give up the thing he loved most (which I think is what happened), then Rumple’s power to manipulate Regina in itself tells me that Rumple is more powerful.
BUT it could just be another ploy, and Regina is double-double-crossing him 😉
As to who physically has more power, I’d say Rumple as of right now. But if Regina were to ever get hold of Rumple’s dagger, or if we found out that she was a Dark One or something…

Lucky for Mr. Gold, magic doesn’t work in our world, so getting hold of the dagger wouldn’t help Regina at all.

Correction: She can use her power in SB. Does magic actually exist in SB??? Because Gold doesn’t have it, but Regina can do her heart thing… But that magic was created before the curse was enacted… But IF August is Pinn, and he’s turning back into wood, would it be because magic doesn’t exist in SB? And if Emma is bringing magic back and reversing/destroying the curse, there IS magic, because she has it. Or there’s no magic in SB because she has to bring it back, which is… magical.
Ok, I just got myself confused…. 😕

Here’s what we do know: Emma brought magic in. She caused time to move, she made Jefferson a magical hat. We have only seen Regina do her heart thing, no other type of magic. Like Gold said, she can’t turn anyone into a snail and step on them. So it appears her magic is limited. It looks like only Emma and Regina have power in the time being. Who knows what’s going on with the stranger, he’s a complete mystery. Maybe Emmas job as savoir was to bring magic in and what rumpelstiltskin meant by the ” final battle will begin” is that is will start a battle between himself and Regina? Also, maybe as the curse gets broken more magic is restored?

Emma IS there to break the curse (although she doesn’t know it), and she brings the magic back. If the curse not only makes people forget, but also takes away magic, then she is bringing memories and magic by breaking the curse, right.
OR, the curse might JUST make them forget, and because they don’t remember who they are, they can’t use magic. In which case, they all have magic at their disposal, just don’t know it, and when people gradually begin to remember, they can use it.

He created the world’s most powerful curse, he found a soul desperate enough to cast it and he even convinced the person who cast the curse to make him rich and powerful in the next world.
Point= Gold.
