I wonder how did she get to the Underworld if she isn’t dead? Did she use Dorothy’s slippers?

I don’t think she’s dead, because it seemed like she got to the Underworld via a cyclone. How a cyclone traveled to the Underworld is anybody’s guess, though.

I guess we’re supposed to understand that cyclones are Oz magic, so they are a portal either to or from Oz to anywhere else. So long as Oz is involved somehow?

Right.
So if Red came via cyclone, then she’s coming from Oz, and not, say, Oz to EF/SB to the Underworld which seems to answer the question on whether or not the Underworld is for all worlds/realms and not just EF-character specific.

If it’s still the case that Ruby stays in control of herself while in wolf form, then the enemy from Emma’s dream is still out there and still a danger. Maybe Ruby is hunting it.
