I wonder if the blind witch if filming a promo, if that’s what Victoria is doing. Cruella being back for more makes more sense than the Blind Witch, at least. She was an arc villain whereas the Blind Witch has one episode in season one and is known for one line.

It could be a special tease to promote the (half-)season, like with Ariel and Grumpy a few years ago. I think an underworld variation of the “There is a town, in Maine…” narration would be cool.

They’ve had special promos with non-show stuff before. Like Zelena walking into town. And Elsa walking into town with everyone coming out of their various buildings in their fairy tale costumes, seeing her with frost going up on the glass and the paraphrased Milton voice over (Awake. Arise. Or be forever Frozen).
ETA: and the 4B promo “Three Ways to Tempt a Savior” that wasn’t any sort of footage from the episodes.
