I think Cora is probably the worst parent. Cora dressed up all her abuse and manipulations of Regina as “love” thus giving Regina a warped sense of what love was throughout her adult life. What Pan and the Sultan did to their sons was horrible but Rumple and Jafar knew that wasn’t love from their fathers so they could disengage from that. Also as has been pointed out, Cora left baby Zelena to die, and that was when she had a heart.
If the Sultan had been at the place of Cora, he would not leave Zelena in the woods, but it would kill her directly (as it has been so cruel as to murder a child, can be quite cruel to murder a newborn). And then of course, if you want to talk about that instead of parents have educated their children, remember that the sultan had a son who was raised and educated (Mirza). And we have seen what has become that son.

But I thing that sets them apart is regret. No regret, I’d say they’re horrible people altogether.

I still think Cora is the worser parent.
Another point in favor of Cora against the sultan, is that Cora, although it has made a bad action in abandoning Zelena, she did it because she could not hold her (considering that if she did both would have had a terrible life because Zelena would have been labeled as bastard, while Cora would have been labeled as whore), whereas the Sultan has abandoned Jafar because he don’t wanted hold him. Zelena in fact, compared to Jafar, hasn’t never have kept grudge against her mother, because she understood that her abandonment was forced by the circumstances. In fact, with her time travel, she wanted prevent that the pregnancy of Cora was discovered because she knew that if she had not been discovered and she had married the prince, Cora would never abandoned her.
Cora, Pan, the Sultan — they’re all pretty bad in their own way. Each of them did pretty despicable things to their own children and all three actions ended with emotionally damaging their children, one way or another. But I thing that sets them apart is regret. No regret, I’d say they’re horrible people altogether.
No. Cora has repented of what she did when she got back the her heart. And actually the Regina discourse to her mother when has believed her dead has really touched her deeply (even if she still haven’t recovered the her heart). And in fact she apologized to her daughter for having forced her to marry the king. And before she died, when she recovered her heart, said at Regina that her quest for power was unnecessary and that it was enough the love of her daughter to make her complete and satisfied (and note that the heart of Cora was completely red. And then it hasn’t never been affected by all the bad things she has done). And it should be remembered that when Snow and Regina have evoked her from the dead, Cora has really helped to understand the truth about Zelena, although instead they have believed that she wanted to hurt them. And also note that Cora has become evil also because of all the bad things that have happened to her in the her life. Instead at Malcolm and at the Sultan nothing is happened to them. Malcolm was simply a slacker who did not want thoughts, worries or responsibilities, and the Sultan was simply a tyrant (and precisely, Cora has repented of what she did, but their instead no). And another thing that makes Cora best of the sultan and Peter Pan, is that she, despite her mistakes, was able to make herself be loved by her daughters. Zelena forgave Cora for abandoning her and wanted to change that event because she wanted to grow up with her and have her as a mother (in addition to being chosen by Rumpelstiltskin for do the dark curse), and even Regina, despite all the bad things that Cora has did to her, she don’t hate her really. Peter Pan instead hasn’t received anymore trust and love from Rumpelstiltskin. Instead for the Sultan, Jafar hated him immensely, and in fact has destroyed his life, tortured him for years, and at the ending has destroyed his mind before to killing him, while Mirza instead has abandoned him cowardly, when he needed of him.

And another thing that makes Cora best of the sultan and Peter Pan, is that she, despite her mistakes, was able to make herself be loved by her daughters.
I have no doubt Cora loved Regina but was definitely a warped kind of love. I think even Barbara Hershey said something to that effect in an interview.
And of course Regina loved her mother. Cora was her mother.
Often times when abuse happens, I think in most cases, it comes from someone that is very close to the victim. And in those instances, when the victim is being abused by someone that they love, the victim doesn’t know how he or she should respond and learns growing up, as Regina did, that this is what love is like. That’s what Regina learned fairly quickly with Henry, that was she was starting to become her mother by using magic on him to make him love her! Because it’s what Cora did to her!

I never said Regina hated her mother. I know she loved her but again, Cora still a lot of awful things to her that I think, even if Cora had lived with her heart, would not have absolved everything that she did. Everything Cora did, she still would have answered to Regina too. Regina would have held her accountable for her actions.

Probably you’are right. But the point here is not if Cora is a good or a bad person (because is obvious that she is a bad person). But who is worse between her, Peter Pan, and the sultan. And the Sultan and Peter Pan are always worse of her.

I disagree. Pan abandoned Rumple and then minded his own business for centuries with the exception when he was gathering his first batch of Lost boys and Baelfire got involved, however, he wasn’t specifically targeting Baelfire. The Neverland arc only happened because it was Henry. Had it been any other boy except Henry, Pan’s plan would’ve gone off without a hitch and he and Rumple would never have had to interact again.
What the Sultan did to Jafar was bad but Cora’s abuse of Regina was more damaging to Regina in the long run. Daniel was the one ray of hope in Regina’s life under the oppressive thumb of Cora and Cora snuffed it out and used a child as the fall guy.

But that does not change that even Cora is became evil because of the bad things that have happened to her (whereas Malcolm and the sultan were a slacker and a tyrant just because it was in their nature). And then it does not change that Cora has never said to Regina to beat someone when she was a child. In fact, even excluding what the Sultan did to Jafar, we also think his relationship with Mirza. He has grown up, educated, and loved. Exalted his worst impulses instead of being stern and give him discipline. He wanted that him to learn to be bad and misbehave with everyone. And in the end we saw that when his father needed him abandoned him right away, acting like a coward, without any hesitation. At least Regina has a backbone. Why, despite all that she did to her, Regina would not abandoned Cora in the same way in that Mirza has abandoned the Sultan. And then the fact remains that she has repented of what she did in Regina, whereas Peter Pan and the sultan never had remorse for their past crimes. This is because the producers of the series have officially stated that when Regina has put his heart in her chest, Cora has experienced all the emotions and feelings that she has denied to herself for all her life.
