Their boss doesn’t necessarily have to be the head of the office. I’m not an X-Files expert, but IIRC the Cigarrette Smoking Man, the main antagonist of the series, while being the face of the conspiracy he wasn’t the head of it, the members of the Syndicate were, or at least they were his superiors.
CSM also controlled many individuals directly or indirectly. Some got names and sometimes backstories, but the majority remained nameless.
A CSM-like guy is, incidentally, how I’d like the face of the anti-magic organization to be. He could be a formidable foe to Charming, replacing the ineffective-in-present-day King George as his rival.

I don’t think we should expect every operative of the Home Office to be given a backstory, and in Tamara’s case I’m not sure she’ll live to become a character proeminent enough to warrant one. After what she did to Neal I can’t see the finale ending without Rumple wreck a terrible vengeance upon her.

ParticipantI think it’s a given that Rumple stopped by Neverland at some point; not only he knew Smee became part of Hook’s crew and Bae mentioned seeing what he does to people who breaks deals, but he also wouldn’t be a true Crocodile if he’d never gone to NL. But Rumple being responsible for the kidnapping Shadow? I think that’s too much, I doubt they’ll go that route.

That’d be dark. Going back even further than the Salem Witch trials there were several Inquisitions in Europe from about 1100 – 1800 AD. Hopefully though, the writers will stay away from any one religious group and just focus on magic like Dorothy and Oz.
Fanaticism is generally tied to religion, but the two concepts aren’t necessarily connected; ideology can also turn people into fanatics, with nazism being a good example of this. Furthermore, we’ve already seen secret societies of fanatics done in a PG-13 environment: the League of Shadows from Nolan’s Batman movies and HYDRA in Captain America; in the League’s case, Nolan even had Ra’s Al Ghul tie real world events like the Black Plague to the League. I would not be surprised, then, to see the Home Office having played a role in each one of those real world events that involved magic or mysticism.

To be fair to the CS’ers, there is something between Emma and Hook. For me, the most genuine Hook has ever been was toward the end of Tallahassee when he says “Look into my eyes, Swan. Have I lied to you?” I think he honestly would have been on her side and helped her. I do think there is something to explore there because I don’t see Hook as just a “dark” character.
Also, Hook isn’t going anywhere anytime soon. He’s going to be around for a long time and I think he should be, even if I don’t find him as compelling as some fans do. He does have a story that will be interesting.There’s also his expressing his disappointment at Emma in “Into the Deep”.
However, I haven’t seen it since then. They seem more like rivals after that, truthfully, more akin to Rumple/Regina.

I’ve been a convinced that the main cast will believe Neal to be dead for quite a while now. This inflexion of Rumple would definitely be appreciated, but I still hope when the time comes he has a third option, because I think it’s plainly clear now the prophecy’s “undoing” is all about GOAT issuing him an ultimatum – surrender your life to our plans or watch Henry die – that I don’t want him to abide to. I want him to find a way to save both Henry and himself and give Tamara a death we won’t forget for “killing” Neal.

ParticipantI only hope one thing for the Neal/Emma/Hook triangle: that they don’t overextend it. I see enough story out of it for two seasons, MAYBE three, but beyond that I think it’d be too much. My expectation is that OUAT lasts at least six seasons, so by season five they really should start making clear who gets Emma and who doesn’t so that they can start working in a happy ending for the loser.

I actually think that is how it’s going to play out. They have to explore CaptainSwan, it’s too popular and it’s been hinted at for too long for them to bypass it now. I think Emma and Neal will confess their feelings to each other, but Emma’s not going to be ready to let Neal back in and once Neal finds out about Tamara’s betryal, he’ll be too heartbroken and messed up (having been betrayed once already by his Papa) to want a serious relationship. Enter CaptainSwan which will slowly muddle into CaptainSwanFire and then finally SwanFire.
I don’t disagree, but… winter finale? That’ll be hell of a long time for a reunion! 🙁
