This is totally possible. I think it’s one or the other for sure. Cora did seem to have a particular hatred for Eva, beyond just “you’re Queen and I’m not.” Perhaps after Henry and Cora lose the kingdom, she and Henry expect Eva to come to their rescue, but Eva flatly denies to help, once again saying that Cora isn’t worthy of her help because she’s the Miller’s Daughter. (except does that really fit with how they portrayed Evan in The Queen is Dead, all subjects should be loved…?)
I’m betting Eva finds out about Cora’s deception and using dark magic and that’s why Cora and Henry Sr. lose everything.

I did start to get a teary listening to that phone conversation.
I like Cora’s like, ‘okay, if he’s dying, then I have to become the Dark One — like it wasn’t her plan all along which I’m pretty sure it was. C’mon Regina, even you must realize that is NOT a good thing for anyone.
I don’t know about a Charmed connection. But ooh, here’s a thought. If Snow still has that candle in Storybrooke, maybe if she can’t find Cora’ heart, then she uses the candle on Cora, or Rumpel does a reverse spell on it or something. Rumpel lives but Cora dies?
This was me after seeing the Cora/Rumpel kiss:
If that Princess Eva is Snow’s mom as a teenager, wow 😮 no wonder why she was preaching to little Snow to be kind and good to the servants.
