Ok here’s what I now think.
LJ and the rest ARE in the EF, but it is at the point where everyone is being moved TO SB. So the line is appearing because they are in the process of being moved to SB. The very next thing that happens is Charming (and others?) finding LJ on the side of the SB road and they take him to the hospital but no one remembers anything anymore.
Possible, RG, though I still think LJ looks like he’s wearing modern clothes in that clip. One of the trademark features of his FTL costume is nowhere in sight. Simplest explanation is that they’re already back in SB when it happens.

There is no way to tell what kind of road it is. All we can see is that it’s covered in snow.

They are both there beside the gurney and Whale is asking them what happened to the guy on the gurney, who we now know is (almost definitely) Little John. So yeah, they’re involved in whatever is going on with all of that. If they’re all out patrolling through the woods on the outskirts of town, they likely won’t be in a car, but maybe Charming’s car is parked nearby. Maybe he drove them all out there, parked, they got out to look around in amongst the trees, the monkey attacked, and then Charming goes to get his car where he parked it and they load Little John up and drive him to hospital.
RH and his gang has never been in SB how would they know about a hospital?
Charming and Hook are likely both with that group, considering they’re the ones we see going into the hospital along side the gurney. Safe to say they both know what hospitals are all about.
But I guess it still could go either way… but why the stress to make the town line so prominent in the shot? Unless there’s now a “town line” in the EF now that they can’t cross or something…that came over with them…
Those clothes on the stretcher seem identical to these he is wearing in this shot. That alone gives me enough boost to believe this scene is SB.
I reckon the monkey drops him when he flies into the town line. How else will they get him to the hospital if the monkey keeps a hold on him and flies off with him? It’s gotta drop him. Monkey goes BOOM into the town line barrier and maybe it loses its magic, or maybe it forgets what it’s supposed to be doing, or maybe it’s that Robin shoots it with an arrow right before it’s about to carry John over the line. Any of those things could result in John being dropped and then the others picking him up and taking him to the hospital.
Has that front on pic of Bec been released anywhere previously? The more I look at the whole graphic, the more I wonder if it’s fan made? The OUAT logo isn’t the one with the little glowy bit on the O, do they ever use a different version? And the ABC logo looks a bit rough around the edges, as does the candelabra if you look close enough. And have ABC ever put out official graphics with the actors’ Twitter names on them before? But I dunno if that pic of Bec is available anywhere on its own, that a fan would have been able to use it? Or maybe it was a pic of Regina and someone stuck Bec’s head on it? It’s also weird that she doesn’t have the hat, because I think every time we’ve seen her in that dress, she’s had the hat?

Yes. There were BTS pics of her in SB without the green, and from the little bit we can see of her face under the hood, it’s Bec Mader.
Wow, I never noticed how bad the green screen was in that scene in OuaTiW was until you did that screencap.
LOL Yeah, there have been a few CGI scenes in WL that are absolute shockers.

Doesn’t look like it to me. He has a bib/collar piece as part of his typical FTL costume, (pic on the left is from OUATinWL, on the right is OUAT, same costume piece in both shows) and it’s not in the promo shot…
Could it be the farm house that the Charmings (along with Tink, Neal and Belle) revisit in 3×16?
That was my original thought, but then I figured it seemed when JMo tweeted about the creepy old farmhouse, it was somewhere they were shooting for the first time. That crew member tweeted the pic of the farmhouse interior too, and it also seemed to me like it was her first time working on that set. But the scene in the promo was shot earlier, when that pic of JMo and Colin in the snow came out.

I’m not convinced it’s the same scene. If WW has been standing there, likely spouting threats, Emma wouldn’t be just sittin’ and chillin’ with a dull expression at the desk, she’d be standing with her gun drawn and a badass expression.
