But a combo of Belle’s TL/TLK and his heroic sacrifice in giving up his magic will undo the DO’s curse and free him to a mortal man again.

I honestly don’t think Regina knew much about the Curse except that it would allow her “to win” against Snow and Charming. But, just because it didn’t bring people from other lands to our world, that doesn’t mean it didn’t affect other worlds. So how? Did it take away NL’s magic? Maybe it caused biological time to move again. Or maybe it’s zapping the magic in NL that allowed fairies and mermaids to exist. Just some ideas.
