Given how organized THO is, I’m betting GOAT report to one of the Lost Ones who report to Felix, the head of the Lost Ones, who reports directly to PP. I keep wondering if the other Lost Ones have met PP, of if it’s just Felix. PP seems to be set up as this all powerful CEO/god-like entity, who exists on high and doesn’t interact with anyone except one or two people (Tink and Felix)

And his appearance of the first time would need to be very quiet, like the woods, because a portal suddenly appearing in SB during S2 would have been a big deal. I guess that’s my issue. If he is in SB during the events of S2 then he had to come via portal and *someone* would have noticed.

To suddenly insert him into the town during the S2 action seems like they’re reaching a bit. Unless he’s there *after* the JR set sail, which I would be ok with.

This sounds pretty good to me. If she can’t have him, then neither can Alice, so she does everything in her power to separate them.
And since we know Cyrus is still alive (the necklace) I’m betting he is being held captive by the Red Queen. Though, I have to wonder if she’s holding him in WL. If she can realm jump, then it might make for a more interesting show if Alice has to realm jump to find him. And it would show the audience other possible worlds that OUAT could visit someday.

The two statements are working together to build tension and then to make the audience want more in S3. The first statements makes you ask, “who is HE??” and then Felix tells you: the HE is PP which makes sense as they are in NL.
I honestly think GOAT are working for PP, or at least they’re working for the HO which PP runs. Whether or not they know they’re working for PP is debatable because I don’t think GOAT actually know much, they are just foot soldiers. And it would be a bit complicated if there was someone in charge of PP who over saw everything. Who would it be? They are in NL, PP is the lead figure of the NL myth.

If PP is the puppet master behind all this, maybe he created the Curse and planted the knowledge of it or whatever in FTL with the help of his fairy friend Blue, which is why she all but tells Rumple about the Curse.
