After meeting Jefferson in episode 1×17 I don’t think much has happened in those 28 years. Jefferson said he was limited to his house, but I guess what I am thinking is that those years of stasis, Regina,ruling as mayor, were kind of a limbo, or better yet kind of like the movie Groundhog’s Day. There was no escaping the limbo llife and unhappiness until Emma came, she has brought hope. SOooo..
I am of the opinion that Belle has been in that cell since the curse happened. Mr. Gold doesn’t know and her father doesn’t know.[adrotate group="5"]Yeah, Regina is just trying to persuade a certain path of thought to manage her control. I’m glad MM and Emma didn’t buy into it. Don’t you think Emma must wonder about what the dark place was/is that Regina was/is in and the circumstance that took her there. Surely she can tell Regina is telling the truth.

Just watched the pilot again the other day (third time, now)
Regina knows Snow and Charming’s baby is the key to the curse. Rumpel told her that in Epi 2
Evil Queen: What’d you tell them?
Rumpelstiltskin: The truth! That nothing can stop the darkness. Except, of course, their unborn child. You see, no matter how powerful, all curses can be broken. Their child is the key. Of course, the curse has to be enacted first.
and in the pilot when the Queen comes to the castle, this dialogue:
Evil Queen: The child?
Guard: Gone. It was in the wardrobe, and then it was gone. It’s nowhere to be found.
Evil Queen: Where is she?
Snow White: She got away… You’re going to lose. I know that now. Good will always win.
Evil Queen: We’ll see about that.
So Regina knows it’s a girl and she’s the key to breaking the curse. What she doesn’t know is her name and that she would show up on her 28th birthday… only Rumple, Snow, and Charming know that.

I just rewatched the episode today. He said he had been trapped in the house for 28 years… ’til Emma came.
He also knows bad things happen to FT characters when they try to leave SB.

Peter traveled to hear stories as well as have adventures. You could say he collected stories.
It is an interesting idea that perhaps he got left in Neverland.For a time I have thought that he could also be Bae. That the fairies hid him in Neverland from Rumpel but he was allowed to visit other places/worlds and kind of became a traveler, a collector of stories if you will. Rumpel likes collecting too.
I admit though that if he knows what’s true why would he go by August Wayne Booth? Why would Bae have changed his name to Peter Pan, or perhaps the fairies gave him that name, or maybe like you propose he is a lost boy. Hmm! I’ve sort of dropped the crossover theory idea. But I still like the August is Peter Pan idea regardless or whether or not he is crossed with another character.
What about the heart vault in both Wonderland and SB and FTL, now?
And what about the hats themselves, that Jeffferson used in FTL and Emma made in SB?
