ParticipantI don’t think Regina even knew how to kick-start the curse on her own, let alone alter it. She depended entirely on Rumple to create the curse “for her” and to learn how to cast it. In 1×2, Rumple rather impatiently told her to “stop wasting everybody’s time” and just cut out the heart of the thing (person) she loved most. If Regina couldn’t figure that one out for herself, how on earth could she be counted on to change the actual DNA of the curse? She’s smart, but not as cunning as the Master of Magic himself.
Plus, if Regina had known about this fail-safe all along, why didn’t she simply activate it before Emma ever broke the curse? Adam and Eddy have confirmed that since Regina was never cursed herself, she could’ve crossed the town line at any point. So, she could have activated the fail-safe, taken Henry and crossed the town boarder before Emma even had the chance to break the curse. Instead, Regina was all panicked and coming to Mr. Gold about why her apple tree was dying and why the curse was weakening. She had no clue about the intricacies of the curse. She actually believed Mr. Gold when he told her killing Emma would break the curse, prompting Regina instead to retrieve her poison apple, which we all know ultimately led Emma to break the curse by kissing Henry. Regina doesn’t strike me as being very in the know about how the curse would actually work. So, again, Mr. Gold was one step ahead of Regina, and she was left in the dark, and she completely fell for his scheming. She was shocked that Mr. Gold even wanted the curse broken.
Mr. Gold is the author of the dark curse and ultimate puppet master of people and events. He’s the one who put a drop of True Love potion on the parchment which the curse was written on to create a “safety valve” that Emma was the savior. I believe he’s the one who added a “self-destruct” button into the very fabric of the curse. Despite not knowing about Rumple’s motives for casting the curse, there might be some little tidbit in the wording of the curse that has since tipped her off in the present day, but I doubt she added that part about a “fail-safe” herself.

You know I am surprised that Regina hasn’t taken Hook’s heart like she does with other people I wonder why? ❓
Because Regina had that with Graham, and it never fulfilled her. If she does hold any hope for something genuine with Killian in the future, she’d be crazy to steal his heart. Plus, with Hook, he hasn’t really presented himself as a threat to her yet. Sadly, I think that could change if GOAT use Hook to capture Regina.

She does need help, though why specifically I have yet to figure out. When we last saw her, she was in the field looking at the beans, so she has no issue getting to the beans. She was even holding one, still attached to the stalk, if I remember correctly. So why she needs Hook remains a mystery to me.
I’m thinking there are a few different possibilities:
1) As Regina somewhat creepily told Henry, she doesn’t have anyone else to talk to ever since Cora died. She’s lonely. She wants “companionship” and she favors Captain Hook.
2) Regina is onto Captain Hook and she is only pretending to ally with him to suss out what GOAT’s plans are.
3) She needs a scape-goat. Perhaps triggering the “fail-safe” requires some dirty work, but perhaps she doesn’t want to get her own hands dirty."That’s how you know you’ve really got a home. When you leave it, there’s this feeling that you can’t shake. You just miss it." Neal Cassidy

EvilHook. Yes. I’d ship that. 🙂
BUT why would Hook want to go back? He hasn’t killed Rumple yet. What’s in this deal for him? Unless the failsafe also kills the Dark One.
That’s what I’m thinking Regina tells Hook. But, I think really only the dagger would destroy the Dark One.

ParticipantI just posted an interview that Lana Parrilla gave in anticipation of this week’s episode. She drops some hints like Regina plans to take Hook along with her and Henry to the EF! EvilHook lives (at least in my own mind)! 😀

ParticipantOnce Upon a Time: Lana Parrilla on Regina’s Evil ‘Escape’ Plan, the Scene That Touched Her Deeply and a Finale That Unites Light and Dark
TVLINE | I get the feeling that this Sunday, Regina is about to make a very aggressive play.
Yeah, well, it’s no different than all the other Sundays! There’s always something up her sleeve, isn’t there? But this time, Regina is kind of in a desperate situation, so it is slightly different. She senses there is a love that Henry does have for her and because of that, she’s going to fight for that relationship even stronger now. She’s looking for ways to take him away and go elsewhere. Now that she has discovered the magic beans, Regina – in her twisted mind — is conjuring up a plan where she can now use one of these beans to take her and Henry back to The Enchanted Forest.TVLINE | But just her and Henry, right?
Well, she can’t do it alone — she needs help, and who other than Mr. Captain Hook could be a better partner? So, she’s teaming up with him to try to steal these beans, open a portal and take all three of them back to The Enchanted Forest.TVLINE | Oh, so she gets a handsome companion as part of the deal. That works out well.
Like I said, some things never change with her.Read more here: http://tvline.com/2013/04/26/once-upon-a-time-season-2-preview-lana-parrilla-regina-escape-plan-finale/

ParticipantI just madly googled her name, and her own website popped up, including a biography.
Most recently she was the lead, a deaf girl in the short film “Beneath the Waves” by Award winning Director Renee Marie. A demanding role requiring Freya to learn sign language. http://www.freyatingley.com/Freya_Tingley_Bio.html
So, that at least explains why she knows sign language. Freya Tingley is golden!

Ya know, I just went to youtube to see if any of her other work was on there, and up popped something called Beneath The Waves (interesting title), which is a short film…about a deaf girl…see Freya using sign language in this clip:

She. Is. So. Ariel. And the reason there was no casting call for her role is that, “Must be able to sign instead of speaking,” would have been a dead giveaway. 😉😮 Jaw just dropped to the floor Amazing! Ladies, we have our Ariel, who traded her voice to the sea-witch for legs! How does she know ASL? Maybe she knows sign language because a family member is deaf. Here’s a clip of her listening to a reporter and responding to questions in a normal speaking voice, so I doubt she’s deaf herself. http://www.youtube.com/watch?v=H6_oMv4b-q4
