If Zelena had tried, it probably wouldn’t have worked, but Regina was being safe and probably just didn’t bring it at all in case Zelena had a way around her spell.

The wizard is older than Zelena (when she was a newborn, he was already ruler of Oz) and Dorothy could have been brought to Oz by Zelena’s magic but… Idk. Even if Baby Zelena summoned the tornado, that still leaves the question of the wizard >>
