I’m going to keep telling myself it’s all misdirection. That’s a theme of the season: look left when you should be looking right.
I think Zelena is using Neal to do her bidding but Neal has some semblance of free will and is trying to make contact with the Charmings. I think he sent Hook after Emma because he was tied up (literally)

I think I liked life better when we didn’t know anything even when anti-Neal people were throwing crap around all the time. Speculation now just makes me depressed because none of these scenarios sound good for our guy. I know it’s always darkest before the dawn but seriously, where is the hope in this show?! šĀ (BTW-My Monday feels more awful than normal for some reason today and I still can’t see any of the Neal sword images so there is nothing making me feel better. *sigh* )

He’ll find that Rumple is being held prisoner by Zelena, and while he’s lurking and planning what to do, he hears Zelena planning and gloating about the New Curse. He knows that everyone else will get swept up in it, probably also assumes he will himself, (though I’m not convinced he did, I think there’s some glitch in the Curse somewhere where he’s concerned, maybe because he’s the one the original Curse was made to find in the first place, it’ll affect him differently or something, that could even allow for Belle to have been with him, and her get taken like everyone else, but him not), but he also knows that Hook is off on his own God knows where, so perhaps there’s a chance he won’t get caught in the Curse. So he figures out how to make the potion, and writes the note and tells a bird to go find Hook if it can.

I really loved 313 but all scenarios sound bad in regards to Neal. Hold tight, guys. We thought 312 would be a disaster and it totally wasn’t. Just hold tight!!

Also, while this scene is more about Emma and Hook, I thought I’d mention it here. Emma seems to suspect that Hook isn’t being completely honest with her. In 3×12, Hook said he’d scavenged enough memory potion for only one person while he told Snow and Charming he’d received the potion in a package. So which is it? Maybe it’s only a matter of semantics, but the look on Emma’s face says it all.

The way Emma looks at Hook is like her lie detector is going off, or that something is off with the story he told Charming and Snow White. Just look how Emma furrows her brow like she can tell Hook is lying. Plus, in the promo for 3×14, Emma confronts Hook that he’s hiding something from her. Emma questions Hook in a somewhat perturbed tone, “What aren’t you telling me?”
