Emma looks down after Hook beautifully tries to lighten the mood and after a quick smile, this is her expression because she realizes she actually has to say goodbye to him. That’s why she didn’t approach him, but approached others. She avoided this because she didn’t want to know what leaving him while she’s developed feelings would be like. On top of everything else, she begins to cry in front of him because he’s allowed to her to always be herself. He’s time and time again shown that he’d love her at her weakest, and treasure her at her strongest. Being just Emma Swan, the bloody brilliant amazing girl he’s fallen in love with, has become second nature around him. He’s fought to prove that she has nothing to hide in front of him. He doesn’t expect anything from her, and it’s easy to be herself because of how remarkably he understands her. She’s always known that, and in this instant, she’s stripped of every title but his Swan (the person she doesn’t even realize she is because she’s too consumed with the expectations she has for herself and from others). He sees her as the most graceful, most captivating, most incredible woman and she’s finally allowing herself to give into his adoration even if it’ll be brief. She can see how hard he’s trying to keep her happy during an agonizingly difficult moment and it evidently crushes her that she cannot hold onto him. She knows he loves her, and while she may not be in love with him, she’s certainly grown to care tremendously for him.
