Especially if we’re leaning toward the theory that the Red Queen is Regina’s mother. (The heart locket is what clues me the most.)

I think it could be Snow… However, I also think it is highly possible that this is a picture of young Regina. Perhaps Regina is Rose Red? (The podcast stated that the story of Snow White and Rose Red is on the opposite page). I know in this story they are supposed to be sisters, but seeing as the writers like to play around with these stories, I think anything is possible.
