OK, so Grumpy’s fork is stolen, he follows footprints to the water, then we see a mermaid swim away. Sooooo, she’s able to change between human and mermaid?

I just saw that mermaid pic on tumblr. Do we know if it was Grumpy or Leroy she stole the fork from? Because I really need to know for certain. If it’s Leroy then she’s in Storybrooke as a mermaid!
